The Japanese love cameras. They produce the best photo equipment in the world and are not at all uncomfortable taking pictures of anything and everything they find interesting. However, this love of taking pictures does not always translate to an immediate love of having ones own picture taken. Japanese are a little shy. Shyness is a virtue in Japanese society.
